Can a husband also be nushuz?

Yes — the Qur'an itself mentions nushuz on the husband's part in an-Nisa' 4:128.
A husband's nushuz is when he is indifferent, turns away, neglects maintenance, does not give the wife her turn (in polygyny), is harsh or wrongs his wife. Verse 4:128 encourages husband and wife to seek a way of reconciliation (sulh), "and reconciliation is better". If the husband still neglects his responsibilities, the wife may complain to the Religious Affairs Office or the Syariah Court for a maintenance claim, an order that the husband act fairly, or in certain circumstances fasakh or khulʿ. The Prophet's ﷺ hadith stresses: "The best of you are those who are best to their families." See Nushuz & conflict and Rights of husband & wife.
