Should we give a token of thanks to the marriage officiant and the witnesses?

Official fees for marriage matters are set by the state religious authority; an extra token of thanks is optional, not an obligation. Ask the religious office what charges must be paid and to whom, so you do not misunderstand. If you want to give a token of thanks to witnesses or an imam who helped, give it sincerely and modestly. Never give money to ‘speed up’ the process or get around the requirements; it opens the door to wrong practices. Sincere thanks and du'a are also a form of appreciation. Keep the receipts for official payments with your marriage documents. See procedure.
