The sequence begins at home, then the court, and only after that the religious affairs office. First, talk honestly with your wife and assess your ability carefully. Next, file an application for polygyny permission at the Syariah Court with a declaration of your reasons, income, dependants and commitments. The court will call your existing wife to be heard before deciding. If it is approved, only then do you apply for permission to marry at the Islamic religious affairs office, complete the required course and checks, and set the date of the marriage contract (akad nikah).
