Verse 4:3 commands justice, verse 4:129 says you cannot be just. Is polygyny actually forbidden?
No; the two verses do not contradict each other because they refer to two different kinds of justice.
Verse 3 of Surah an-Nisa' requires the justice that can be achieved, namely the rotation, maintenance and housing. Verse 129 denies that humans are able to be perfectly just in feelings and love, then continues: "so do not incline wholly". If verse 129 meant that polygyny is forbidden, it would not have mentioned a prohibition on inclining wholly, and the Prophet ﷺ and the Companions would not have practised polygyny. This is the interpretation held by mainstream exegetes. In conclusion: polygyny is permissible, outward justice is obligatory, and feelings are not required to be equal. See Ruling on polygyny.
